 Facilities evaluation for a client to optimize their production – profit configuration for the overall pulp mill complex, including a detailed evaluation/report for closing an old existing pulp production line and upgrading a newer line to mitigate the production reduction and taking advantage of making this pulp with substantially less operational and maintenance staff overall and better yield and chemical efficiencies.  Several option cases were analyzed, including technical evaluations for all mill areas, budgetary price inquiries to Vendors, CAPEX-OPEX forecasts, safety, environmental, and operational risks, and NPV-ROI calculations for all cases.  Project senior consultant for the increase of  350000 ADt/a BEKP pulp production for the Guaiba 2 mill, along with environmental improvements through rebuilds of all areas and addition of a new natural gas-fired boiler, recovery boiler and ash leaching system. Also involved in all phases of the original 1.5 million ADt/a BEKP facility. Responsible for EPC & EPS contract sections development, focusing on commercial, design criteria, Guarantee, and implementation sections. Negotiated main EPC contracts for the client and participated throughout the entire 26-month project, including the Provisional of the main areas for handover to plant operations. Responsible for learning curve and Performance Testing definition and execution (113-day learning curve attained). Also participated in upgraded and new plant area HAZOPs, advanced process control and industrial internet scope development and implementation, and application of AI for predictive maintenance of the existing recovery boiler ESPs.  Provided expert assistance for an EPC Contract Arbitration process which was already underway for two years before such aid. Review of counterparty claims, rebuttal of technical arguments and development of supporting technical arguments. Review of Contractual/legal supporting arguments for the client's claim and development and integration of technical and contractual arguments. Neil has thirty five (35) years of engineering, operations &   project development, and management as well as construction management experience related to Kraft pulping (digester, brownstock washing – oxygen delignification and bleach plant), pulp dryers, evaporation plants, white liquor plants and recovery boilers, biomass boilers, most grades of paper machines including containerboard and tissue/towel, mechanical pulping, water and effluent treatment system design, mill-wide plant design, energy optimization, DNCG/CNCG treatment systems. In addition, he has detailed experience in commercial and legal aspects of EPC & EPS Contracts and experience in litigation support.
